Plasti-dip. Its a rubberized non conductive spray that should peel off if you need to RMA the card for any reason and not leave any traces or damage.

I wouldn't recommend painting the GPU or heatsink. :D But you can paint graphics card coolers plastic parts with pretty much any spray paint.

Yeah, only paint the shroud, don't paint the PCB of the video card and especially don't paint the GPU itself or the heatsink.

Well, painting the GPU is a bad idea. You can paint the fan shroud with a rubber based spray paint. 

If you want to paint the backplate, I would choose a heat conducting paint such as ones used to paint engine parts or fire barrels.

Using something like a rubber based for the backplate would cancel the heat emitting function of it and most likely increase your temps.

I would recommend taking it apart and coating the enclosure by itself, don't do the fans!  But, I don't think this would be a good idea as it would be very detrimental to your graphics card's thermals and would likely lower the performance quite a but.

That stuff is garbage, I would never use that stuff.

Use high Thermal Paint, Like paint that is used on grills. You can find it easily at Lowes or Home Depot.

It also gives it a nice powder coating look to it. BK59 is the one I use.

If your just painting the shroud and such any regular spray paint will work, ideally you don't want to be painting the fins or heatsink itself as that will affect cooling performance to a certain degree. 

 

If you want I have a general guide that goes over the basics under GPU Painting.
