I turned on my pc and it beeped 6 times, the fan was spinning but their was nothing showing up on the screen.

I looked up the beep code and apparently it is an “video bios test failure”.

 

I found a solution on the dell fours which was just to take out the cmos battery and to discharge the motherboard.

 

I did this and also reseated the ram. Still nothing, any suggestions?

 

Specs:       Xeon x3430

               Nividia GeForce Gtx 460

               6 GB Hynix DDR3 RAM

             OEM dell Vostro motherboard (90% sure)

According to the documentation from Dell, your motherboard doesn't support Xeons. Only i3, i5, i7. What led you to buy a Xeon?

 

One other possibility--do you have the GTX 460 plugged into a PCIe connector from the PSU? I believe they need one.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Welcome to life with a Vostro. They are picky about which CPUs they like. Hopefully you can resell it for close to what you paid or have another PC you can use it in?

6 beep = GPU failure

if CPU problem 7 beep.

 

i suggest you try to reseat the gpu, clean the pins with damp cloth.

plug in power cables (if any).

Or maybe your gpu is not compatible with the board.

Not only cpu, most OEM board have a shortlisted graphic card supported.
