How long does it stay like that? What is disk activity like during this period?

steam wont download speed drops to 0 bytes and i have a fast connection 150 down 15 up idk whats wrong with steam but all the other launchers work ive tried clearing the cache folder many times.

Try going to download settings and changing your server.
