Can't enable YouTube monetization ?

Hey Guys!

 

 

I have a tough time to set up YouTube monetization after i leaved Agency of Internet Rights (partnership network). Now i want connect my YouTube channel to Google AdSense but nothing is working because i can't past a simple monetization step (Step 1: Join the YouTube Partner Program) when i accept all three of these agreement points and click on (I accept) nothing is happening ? What should i do ? My YouTube account and AdSense account is fully verified with the same gmail address (no copyright issues).

As per the new changes in YT Partner Program, you need to at least get 10,000 views before you can enable monetization.

My channel is verified and i have 1.8 million views and over 4000 subscribers.

I do not understand where is the problem. I contacted YouTube Help forum but there i got no answer at least for now.
