how do i switch?

Right-click on the drive, choose Format and set it to NTFS instead of FAT32.

I've got a 16 gig usb with 14.9 gig available. when i try to put a 7.49 gig ISO file onto it, i am told that there isnt enough space. Help?

There's the problem right there: FAT32 can only have a maximum of 4GB-sized files. You need to switch to NTFS if you want to slap bigger files on it.
