there is a setting in chrome:

Continue running background apps when Google Chrome is closed

turn that off. it's located on the bottom of the settings page, in the advanced settings.

Does it open your standard Chrome home page, or is it trying to go to a specific page?

Is Chrome set as your default browser?

If "specific page" and "default browser", you may have an application that is trying to open a web page upon startup, and sees Chrome as the default browser.  Also, if you are connecting over a wifi network that requires accepting T&Q everytime you connect, this may be prompting the web browser to open as well.
