0xc0000005 Error - Apps "unable to launch"

I'm getting more and more baffled by this error.

My web browser (Vivaldi) one day stopped working and came up with something along the lines of "unable to launch app" along with the above error.

Steam hasn't allowed me to access the store or use its web browser for some time now. Both of these issues caused me to switch from Windows 10 back to Windows 7 as I'd never had problems before.

Now on Windows 7 with a fresh install of both Steam and Vivaldi and I'm getting the same issues. Not only that, but now, I can't run things like the VCRedist installers (so Steam games won't start if it's their first run).

I've done some Googling but haven't found anything that helps.

Anyone got any ideas?

I would reinstall Windows if I were you. Easiest solution to most such problems.

I did. Had the error on Windows 10, then put in another SSD and installed Windows 7.

That didn't help - in fact I've had more issues since.
