Do you have 2 monitors plugged to your GPU?

If you do, remove cable from GPU for one monitor, so there will be only 1 video cable plugged in your GPU. Restart PC and test again if your GPU will idle or not.

I had some problem like this before, and it went away after I did clean windows install on my PC (1709 Windows 10 x64 Pro).

also this happened on an older install of windows when i had two 1080p monitors, one week ago i changed to a new cpu ram so reinstalled windows and still have the problem.

Set it to 60Hz when you're on the desktop. It's too difficult for the card to drive the display at 165Hz at that resolution in the lowest power state, at least that's my assumption. Seen this a few times on other systems as well.
