i have a 1080 ti 11gb and a i78700k. When im in idle my cpu will be at 32c and my gpu will be at 53c. when im gaming i have reached 83c and recive warnings from camapp. is this normal? fans are some what loud but cant here when headphones are in. like a slight humming sounds. if i touch the top of the gpu with my finger i can keep it on there only for a few seconds might be around 130 degrees.

I don't think this is normal. I have ASUS Strix GTX 1080Ti 11GB which is overclocked at 1740MHz. It always caps at 63 deg C on max load. Please post a picture of inside of your case.

do you have at least one fan feeding air into the gpu? probably a good idea to have a fan blowing air right up into it...

I suspected. The card's airflow is not good at all. Try contacting your seller. They might replace it for you. I am not sure though.
