I'd be interested in finding if Valve can't offer it for customs or if they just decided on that. Probably the latter if I'm guessing.

It's definitely just a decision, there's no way they're 'unable' to discount it... I mean, it's their own product, sold by them, in a country where it's been available for a long time already.
