Website/app/program for hyperlink pictures

I've been wanting a way to click on an image of a champion and it would bring me to another picture or link of that characters rune page. I have only 5 rune pages so this would be helpful for quickly changing my runes when I need to change characters. I did an example of what I want on google spread sheets, clicking on the image pops up a box of the link.

The example I posted I thought referenced what I wanted pretty well. I want an app/website/program that when I click an image it will take me to a link or picture in 1 click.
