Go with something with a decent VRM

You shouldn't invest into AM3+ at all at this point. Depending on your use case, a G4560 + H110 could be an upgrade

:)

I am putting together 4 parts lists for a friend. 1 AMD system at the top of his budget, one Intel at the top of his budget, one cheaper AMD, and one cheaper Intel

What's his budget? You could go for AMD Ryzen instead of FX, it's significantly faster

idk

There's no point in going with AM3+ these days, unless you are on a very limited budget and you already have DDR3 memory for example, so you're trying to save money by not buying DDR4 memory which is expensive these days.

On socket AM4 there are some cheap processors that aren't based on Zen cores (not Ryzen).  Could be a good solution for the "cheaper AMD build" since it would still offer the guy ability to upgrade cpu at a later time.

For example the 60$  AMD x4 950 is about as fast as a FX-4350 or FX-6100 .. not quite as fast as a FX-6300 but uses less power, has a better and more silent stock fan... it won't overclock well, but at that price it's great for a cheap amd build
