So i just hopped into arma 3 to play some games as i noticed that my performance was not really good. The settings are all at low and i was still only getting like 30fps. The gpu was running at 20% utilization. All of my drivers are up to date so i dont really know what is the issue. My friend is also playing with me and he is running a rx 480 with ultra settings and way over 60 fps. My card is not getting thermal throttles as the hottest that it got was 40 c. Any help would be appreciated.

Whats your CPU at? 

 

If the CPU is at 100% and the GPU is that low you might have a CPU bottleneck, if the CPU usage is low and the GPU usage is low there is most likely an issue with the Drivers, the game itself, or Windows is broken.

I have a i3 6300 and that is only running at 40%

The Windows distributables responsible for 3D rendering could be corrupt or the game could be the one causing the low utilization. 

 

I have World of Warplanes installed and it only uses like 30% of my GPU and the GPU usage sits at like 60%. Its the developers fault and this could be a similar case.

When i play world of warships my gpu sits at around 30% too but since it is a less demanding game it runs at max settings with over 60 fps. I might have to just uninstall it and re download it i guess to see if there is any change

I may be wrong here, but I think graphics cards can also be limited in terms of how fast they can work in regards to how fast the information can get to them.

 

In my case, I have two 970’s in SLI and an i7-6700K, 32gb ram etc and still struggled sometimes to run it at max but when I reinstalled the game onto one of my SSD’s instead of my HDD I noticed I could max it easily with no FPS drops.

 

That’s my experience anyway which leads me to believe what I put. For all I know I could be completely wrong and my thought be wrong too, but it worked wonders for me.

 

Are you playing with the game installed on a HDD? Does your friend run it on an SSD?

Arma 3 is a terribly optimized game and it loves a higher physical core count (but doesn't scale all that well past 4 physical cores) with very fast IPC.

Your framerate shouldn't decrease/increase too much regardless of the visual preset you use as your CPU is the limiting factor in this particular title. You could try bumping up the visuals and resolution, which'll make things a bit more GPU bound.
