Ram expansion card? Snake oil card?

So, I was looking around the "Mercado livre"(Brazilian Amazon) and I found this thing right here, I don't want to buy it, I just want to know if it's even possible.

Hi, I am from Brazil and I pretend on building a Ryzen 2200G build. (to convert to Brazil's currency look up <your currcency> to BRL)

Yeah it's possible.

RAM on the expansion card connects to the CPU via PCIE lanes.. 

I don't know why you'd want that? to use RAM as a drive maybe? Make raid 0 or sth crazy.

That doesn't look like a standard connector to me, so could be part of a Dell server system rather than really being an expansion card. I know HP has server specific cards for adding RAM. 

 

On mainstream PCs, there's nothing available AFAIK. Even if you used PCIe, the delay would be pretty big for RAM. 

 

EDIT: Looks like RAM expansion cards used to be a thing, but all the ones I can find are like 2MB of RAM

It has 3 notches, I don't know where this can go on a MOBO
