I have gta 4

 

it runs like shit

 

my specs: 

i3-7100

8GB DDR4

Gt730 2GB GDDR3

1TB HDD
 

GTA 5 a game that came out over 5 years after 4 runs at 40FPS on low settings 720p

 

but 4 barely manages 35 on low settings 720p

 

Why is this, it says my video memory is only 200MB out of 2GB

 

Is there an issue or is the game just that poorly optimized 

 

Getting a new system is not a option so dont comment that.

Actually try increasing the quality a bit, specially on stuff that taxes CPU mostly, gta iv is a mess last time I experienced with it I'd get better frames with all max out on an i7 6700 + GTX 560 Ti than going all low.

the results were catastrophic

 

12FPS average on everything on high 1080p

if your GPU is using GDDR5 and based on GF 208 then yes, if not, it just rebadged version of GT 630 (GK108)

My point is the card isn't good at release and it's not doing better today.

 

Despite the game age, GTA IV is a mess to begin with, running any games at 1080p with this card isn't going to make your experience better.

Have you tried using your iGpu instead of your discrete card?

Just thought I'd check. The integrated graphics on my 6700k ran gta V @720p. Your best bet is probably to look into which mods there are out there that will enhance performance. Gta IV was not optimized very well.
