I really want to squeeze every cent from that build, plat psus appears to cost more than $120. I really want to spend as little as possible. Will a Tier 2 do the job aswell, even if I overclock the i7?

Yes, but where are you located? If you're in the US the Seasonic Focus Plus Gold is on sale with MIRs for very little.

I'm in Brazil atm, here the prices are wild, but I may import the psu (even with 60% of tax including the shipment, it still worth it).
