Go to iCloud.com and erase the iPhone.

You can't and even if there was a way it would be iCloud locked so you would still need that password

The programs got DCMA'd or whatever from Apple. I mean if you don't even have a computer you're really out of luck with it though. There are tools that crack the password for the phone but they cost a lot and you need a computer for it.
