Right click the taskbar, uncheck 'Lock the taskbar', and drag it to wherever you'd like such as the other display.

you can move the taskbar to the other monitor or make it autohide

In Windows 8, you have the task bar display on both screen.

You can also have each task bar on each screen, show the items (program, folder, panels) that is on corresponding screen.

To do this, simply right-click on the task bar, and select Properties, and the option will be in front of you.
