CPU Stuck to Crowbar

Hello all, 

 

I purchased this fascinating crowbar at an estate sale today (for a dollar). It has the most peculiar CPU at the end. Each side has 15 pins, and I have yet to take the gunk off to separate the chip. So I have two questions:

What chip is this?

Why would someone put this CPU on a crowbar?

 

I know I'm not going to be ale to use it, but most sockets I found either had 14 or 17 pins on each side.

Without any other information, it could be pretty much anything. It doesn't even have to be a CPU, per se; it could be some sort of a super-I/O chip, some oddball FPGA (they usually come in BGA, but who knows?), and if it was a CPU, it wouldn't necessarily be x86.

Alright. I will try to remove it from the crowbar later to find more out. Do you have any suggestions of what to use to remove?

It's a 9590. It was likely added to the crowbar for +2 fire damage and 10 fire damage per second.
