Can the ASRock A320M-DGS support Ryzen 7 ?

Can it work? Probably with some work -- e.g. underclocking and possibly flashing a custom bios (officially it does support the 1700 although not the 1700x/1800x).

Can you overclock? No. 

Should you pair them together? Not in a million years. 

Can the ASRock A320M-DGS or the ASRock A320M-HDV support a CPU that consumes a lot of power ? Like a Ryzen 7 1800X ?

It has only a 4-pin CPU power socket. Does that cap the CPU power ? Do any of you use it ?

A320 mobos are limited to 65W CPUs

Edit: probably only ASSRock AB350M HDV is limited to 65W

For a CPU like that you really want a good quality board like something from the Asus Prime line.

Nope, some of them are, but not all (asrock a320m supports all CPUs, but a320m-hdv supports only 65w cpus).Almost all B350 motherboards support 95w CPUs too (except asrock ab350m-hdv).
