High CPU temps alongside slow CPU fan speed

I have a feeling that my CPU cooler may be on its last legs, but I wanted to run it by some other PC builders to see if there's anything I can do without buying a new cooler.

 

My CPU hovers around 47-50C at idle and hits 80-85 under load (when I built my PC, I never had my CPU go above 70 under load). I'm sending max power to the CPU fan ,but it's only turning 400-500RPM even though its rated for over 1000RPM max speed. Any cheap fixes for it or will I be saving up for a new cooler?

What CPU fan is it, and how long have you been using it for?

What cooler, how old and how are you controlling it?  Is it dusty?  When did you last change the thermal paste?

@RAM555789 Noctua L9i for almost 4 years.

Four years might require TIM replacement.

The NH-L9i only has a 65W TDP so it's not that capable to begin with.

i5-4570k (now at stock clock). I tend to keep everything pretty clean so it's definitely not dust. I did recently switch from a MSI cooled GPU with two big side fans to a GTX 1080 FE with a blower fan if you think that makes much of a difference.

The i5-4570k has a TDP of 84W so your cooler at 65W is underrated.

Any OCing will make matters worse.

Should prob get a better cooler.

At the very least apply new TIM.

The change to a blower gpu should actually help case temps.

Take the cooler off, blow out all the dust, clean the thermal paste off of the cooler and cpu, reinstall with fresh thermal paste.
Also check the rpm of the fan.
