Hi, I will build my self a gaming pc in december-january. My question is, should I wait for volta or should I get a gtx 1070? I plan on keeping that computer for 3-4 years. thanks!

In all seriousness there will always be something newer or better. Get what you can afford now because technology will always be changing.

well, I want to have the best banck for the buck and not have to wait too long. I f volta is to come in like 1 years or so, il go with a 1070.. if you understand what I meen?

To quote something that's always said over on /r/buildapc - There's always going to be something around the corner to wait for. The current hardware should last you just fine for the 3-4 years, considering it just recently came out - My 590 was relevant all the way up to 2015, for example, and now I have a 970 that's still rocking it in my gaming desktop.

Volta is second half of 2018. just buy a 1070 or 1070Ti (which will be released by December)

Just buy a 1070 when it comes time to build your PC. If you keep waiting then you'll be waiting for the next 4-5 years because there's always something new about to come out.
