no it really depends on games. i had q6600 with the 2 pads covered mod to have FSB at 1333 so that it runs at 3GHz and it only bottlenecked the 950 in very CPU speed locked titles (aka PUBG)

Depending on your motherboard, the best processor you can get is either a QX6850 or QX9775... And they shouldn't be that expensive these days, but I wouldn't hold my breath.

i have no problem getting a new board and ram set i have a fairly expensive board i could get rid of

At the moment the camps are split into AMD with Ryzen and Intel with it's shiny new coffee CPU.

The i5-3470 is already 4+ years old so I'd rather suggest looking on what you have overall, what money you'd be willing to spent and go from there.

And Intel's price usually drops so slow that you might as well just get a new. (Not totally but you get what I'm saying.)

my school has lenovos and thay have i3 and i5 cpus and thay run very good even with them being at least 5 year old computers i was going to w8t till there was a government auction but thats once in a blue moon

Even with high overclock it would still be bottlenecked, even if slightly.

 

When I switched from a Q9400 (OC to 3Ghz) to my current setup (4670k OC to 3.8Ghz) I saw better FPS and benchmark results across the board even if my GPU overclock was lower with my Haswell setup.
