I rather just get a cheapo OEM machine from Best Buy or an end of lease OptiPlex SFF machine. Would cost less without the hassle of building it yourself. Most will come with some sort of warranty as well. 

 

They also look pretty good with a small footprint.

It doesn't have a dvd player. But if it had, it would be absolutely perfect. Tho u could buy an external player. Just check compatability, bc I've had bad experiences before.

 

I would do as @BlueChinchillaEatingDorito said and buy a prebuilt system for once.

If this will be primarily for web browsing and playing videos, I would shoot for an SSD. You don't need much space at all for Chrome or Firefox (I'm assuming Opera would be a bad choice), and the OS responsiveness might be nice to have. Other than that, your build looks fine to me. I'm not familiar with the parts, but they seem good enough for what you need. You could almost do this with a Raspberry Pi, and that would consume even less power, but I'm not sure if Linux is an option for you. 

Everything I know I learned from the internet. Also school.

A pre built system would be your best bet. No need to install windows.
