The internet line itself wouldn't as it's separate from your wall power. You can have a power outage and still connect to the internet provided you have an external source powering the router/modem. If a sudden drop in city power does affect your internet connection, it's probably your router restarting or something related to it.

i am refering strict to my modem,can this power thing cut my internet of for that second and come back?i have this isue since a while now and the power is my last to blame.i just keep loosing internet conection for 5 second to a minute when the power is an ish stability ?

If the power outage is long enough to cause the modem to shut off (could easily be just a blip), then yes, you will lose internet. I had this happen a few times, and solved it by plugging my modem & router into a small UPS. That is enough to keep me online during power blips or short outages.
