You cannot fake where your IP comes from, the IP location generally comes from an IP Location database.

If you're talking about steam servers, in particular valve hlds/srcds servers - theres  a server.cfg variable for changing your region. I don't know if that has been deprecated though.

you could do this by routing everything through a VPN that you will have to pay for that gives you an American IP.

the thing is nobody is going to play on your servers if you do this because the russian people will see its not russian and will not connect while the people in the US will not play on it because the ping is extremely high.

there is a reason why servers are hosted by region and people mostly connect to servers within their region and this reason is very often the ping.

Players from NY are going to quit instantly once they see 250ms+ latency. If you could get your russian IP onto the "master" list they likely get ping time or connection quality listed beside it, and won't join. It won't do you any good hosting the server in Russia, doesn't matter how many you have. Use money you generate from local players to run a server in the US and start generating money to help self-sustain. Or find a willing American to host and let you manage.

An IP from Florida would show on players' list who live in NY, usually server lists go by time-zone. Isolating to a single state would show too few servers, so I can't imagine games being so narrow. So to say you're in Florida and not showing up a NY player's list is unlikely.
