Most coolers weigh under 15 pounds

 

ha ha ha

 

Currency jokes aside, I saw a Thermaltake cooler a couple years ago that was something like 9USD. Don't recall the model though....

CoolerMasters T2 is something I can recommend in that particular price range. Though Amazon has other coolers that look decent enough.
