The other two are not real chips.  They look like dies if you crack them open but they're most likely taken off the factory line before ever becoming working dies (probably because they found defects that would have prevented them from working), and don't actually include any transistors.  EPYC (the server part these are based on) uses all 4.

since threadripper is just 2 ryzen cpus glued together is it possible they can fit 2 more under the same heatspreader? obviously it would super hot but powerful none the less.

It has 4 8core dies.  AMD only enables two of them.

Most probably the latter. I think AMD might be able to better use dies that didnt meet their initial standards for other products or other future products. My guess is that those silicon spacers are dies that died.

OMG only 2 of them are working. 2 of the dies are dummys and dont work cant be activated.

They claim that's not what they are (ryzen dies that failed).  However, they also say they're blank, but you can easily crack one open and see what looks like a normal die.  Our leading theory from another thread is that "blank" is an industry term that means something different than what most people would assume, and they are in fact what I described.

That would be a little risky what if you smash open the working one lol. Also delidding it is hard as they are soldered on. It is possible though. Theres like a special method to do it.
