7700k/1080ti safe temps ?

good temps, shouldn't overclock CPU any more because 80c is reaching that 'ow its too hot' spot, the GPU can be overclocked even more if possible, or lower the fanspeed to get quieter system.

Samsung 850 EVO 240 GB 

138 is a good number.

Temps are fine but not ideal. What is your case fan situation? 

 

The hyper 212 is a nice little fan, I had it in my old build but not the best if you have that CPU overclocked (I would hope you do as you have the K model). Bit of a budget solution for such an expensive CPU, likely your issue.

its a K model and the cpu is not overclocked, i have a phanteks enthoo evolv with 3x fans (the reason i went with a 212 evo with that cpu is that a friend said that i could get his old h100i once he gets home from vacation)

Hmm. Try the thermal paste reapplication but otherwise I would just upgrade that fan, get into your bios and flick that overclock switch. The overclock for my 7700k was literally a one button EUFI to take it up to a 4.9mhz overclock. Seems a shame to waste good overclocking room ;) Kill two birds with one stone. 

 

Otherwise see if you can adjust your fan profiles, increase the fan speed a little as it reaches that temp. More noise sadly but that's the price of a smaller cooler.

Once you check that everything is connected proper and you don't have a thermal paste issue it's possible you have a very poorly TIMed cpu, if that's the case not a lot you can do except delid it and get good stuff in there

GPU is normal to cool. CPU is something I think is quite normal for budget cooler and all stock 7700K. Why? Mainly because you are running it with stock volts. You could set manual volts and drop probably up to 10C with CPU temps.
