my prossesor is getting too hot

those temps are fine, replacing the paste and cleaning the cooler will always help. 

will it help ALLOT? depends on the thermal paste that was used and how dirty the cooler is.

New coolers would usually be a lot more quiet, and significantly cooler at idle and load. Of course that does depend on how much you spend on them although your current temperatures are nothing to worry about. If you don't mind the noise and don't want to fork out an extra 20-50 pound then don't. You'll be perfectly fine, however if you want to start overclocking I'd recommend a new cpu cooler. Different thermal paste usually only makes a few degrees difference, the best case scenario I ever saw was 7 degrees Celsius.
