Agreed. A 7400 cannot be overclocked, and a r3 1200 can be, giving it the clear advantage...

 

3.8GHz(Low end OC on stock cooler, Very possible) vs 3.5 on the 7400, about the same performance. When he doesnt have the money in 2 years to upgrade his mobo etc, he can grab a 7700k and oc the shit, but wont be as good as a r5 1600 @3.8ghz...
