GPU not using 100%, experiencing FPS Drops

I have a 1060 6gb, and while playing PUBG i notice the gpu uses 55% max, but I still sometimes get fps dips.

 

Is this normal for the gpu to not use 100% and still get fps dips?

edit: drivers are up to date and i did a clean install

Main PC: 4690k // Z97 // R9 280 3GB // 8gb Ram // CM Elite 430 Case // 750 EVGA B PSU // 1TB HDD

 

Living Room "Console" PC: FX 8350 // 990a SLI Krait // R7 360 // 8gb Ram // HAF 912 // 750 EVGA B PSU // 1TB HDD

 

Future Plans:

find a 2nd monitor at a pawn shop

Sell/giveaway R7 360, move r9 280 into console PC, buy a better GPU for main PC.

PUBG is not optimised. So you're going to get some issues.

If it's the 4690k system then add more RAM.

Sorry I haven't updated thst

It's an i7 4790k with 16gb ram

Probbly pubg unoptimized. Its a relatively new game so give it some time

My gpus see 100% in both rigs. Cpu isn't an issue.

Main RIg Lian Li O11 MINI, I7 9900k, ASUS ROG Maximus XI Hero, G.Skill Ripjaws 3600 32GB, 3090FE, EVGA 1000G5, Acer Nitro XZ3 2560 x 1440@240hz 

 

Spare RIg Lian Li O11 AIR MINI, I7 4790K, Asus Maximus VI Extreme, G.Skill Ares 2400 32Gb, EVGA 1080ti, 1080sc 1070sc & 1060 SSC, EVGA 850GA, Acer KG251Q 1920x1080@240hz
