I got my Asus 1070 Dual (used for 4 months) for $380 after the mining craze....

Well, basically:

The vega and gtx have the (+-) SAME performance. HOWEVER, the vega requires more energy (so check if your PSU can handle it). At last, pricing is what matters.

You should get the cheapest one, and if both are exactly the same price, the 1070 will be more efficient (which barely matters, but is still a win).

Ultra is stupid. ALWAYS.

Vega 56 owner checking in here:

If you want something that will be fine out of the box without any fiddling, go for the 1070.

If you are willing to roll up your sleeves and suffer with the card for a day or two to get it to perform as optimally as possible, go for the V56. For realz, this card is a monster when you overclock the HBM and raise the power limit. Add in some seriously capable undervolting (which for me, increased performance because it wasn't being thermal throttled) you end up with a card that's really good for $400. If you can find it at that price.

I got one too, and I've been struggling a little with throttling. For undervolting, what were you able to settle on?

So I left the clocks alone, at least for now, because WattMan just seems to ignore it. I ultimately settled on 1080mV and it nets me about 1520Mhz in Firestrike. Got some pretty good performance too: https://www.3dmark.com/fs/13524514

Really though, just lift the power and fan limit, then overclock your memory as far as you can.

Vega 56 is a better buy. It outperforms the 1070 at that price point. However, it's only a better buy if you

1) have good case airflow

2) a) Are willing to tweak voltages and power consumption OR b) don't care about power consumption.

In terms of pure up front price: performance the Vega 56 is a better buy. However it runs hotter and it consumes more power, so if you can handle the increased heat and power then it's a great deal at $400.

Main System: EVGA GTX 1080 SC, i7 8700, 16GB DDR4 Corsair LPX 3000mhz CL15, Asus Z370 Prime A, Noctua NH D15, EVGA GQ 650W, Fractal Design Define R5, 2TB Seagate Barracuda, 500gb Samsung 850 Evo
Secondary System: EVGA GTX 780ti SC, i5 3570k @ 4.5ghz, 16gb DDR3 1600mhz, MSI Z77 G43, Noctua NH D15, EVGA GQ 650W, Fractal Design Define R4, 3TB WD Caviar Blue, 250gb Samsung 850 Evo

Airflow doesn't really matter when it comes to the reference design, as all air is channeled through the card to cool it. Cards that exhaust into the case require good air flow. Your second point still stands though.

Do you have a Freesync Monitor or G-Sync?

If none, do you plan on buying one?

In case of vega: Wait for actually good Models to come out with custom coolers.

Don't consider Reference-Crap at all.

I've been rolling with the Nixeus Vue 24 for about a year now and I'm extremely happy with it. Even more so now with V56 and hitting >100fps at ultra settings.

I'd be inclined to agree with the reference design, but my case is... Interesting, which is why I opted for a blower style cooler. My case (Define R5) has two 140mm Noctua fans and a D15 cooling my R7 1700. Problem is that because my CPU remains cool nearly all the time, the front fans never ramp up and replenish cool air into the case, even at "high" setting through the motherboard.
