4K and 1080P monitor productivity issues

Hey guys,

Im currently undergoing an issue i have both a 4k monitor and a 1080p monitor and when dragging programs between the monitors the programs wont drag properly from the 4k monitor to the 1080p monitor i can only drag it through the bottom half of the 4k monitor through to the 1080p monitor and i was wondering if this can be resolved so i can drag them through the top half of it aswell? Is there a way to resolve this issue?

I think it's because of the resolution.
