PC no display RX 550

So I'm building a mining rig for basically almost free.  I did buy a RX 550 for a really good price at Micro Center when I was in Dallas.

Anyways.  I got the mining build put together.

Anyways, the build:  (I didn't bother changing prices)

So at first the computer wasn't displaying anything, but fans were spinning.  So I tried it with an old HD 6770, booted right up and installed Windows.  Tried to put the 550 back in there, same issue.

In fact though, with the side panel off, the case fan and the CPU cooler fan spins up, but the 550's fan spins up then stops, spins up and stops.

 

I just want to get this to work and throw it in a corner and forget, letting it mine 24/7 since I don't have to pay for electricity at college.

What's going on?

Currently focusing on my video game collection.

It doesn't matter what you play games on, just play good games you enjoy.

Try a different PCIe slot? Or an 8x slot if you have one? That's all I can think of. Otherwise, I'd try to return it.

Don't got either on the motherboard.

Currently focusing on my video game collection.

It doesn't matter what you play games on, just play good games you enjoy.

Try a different board if you have one? Otherwise, I'd take it back under warranty or return it.
