CPU: AMD - Ryzen 7 1700 3.0GHz 8-Core Processor  ($289.99 @ SuperBiiz)
Motherboard: MSI - B350 TOMAHAWK ARCTIC ATX AM4 Motherboard  ($115.55 @ Amazon)
Memory: Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-3000 Memory  ($144.89 @ OutletPC)
Storage: Samsung - 850 EVO-Series 250GB 2.5" Solid State Drive  ($89.99 @ B&H)
Storage: Seagate - Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  ($66.89 @ OutletPC)
Case: Phanteks - ECLIPSE P400 TEMPERED GLASS ATX Mid Tower Case  ($85.98 @ Newegg)
Power Supply: BitFenix - Whisper M 550W 80+ Gold Certified Fully-Modular ATX Power Supply  ($69.99 @ NCIX US)
Monitor: QNIX - QX2710 Matte 27.0" 2560x1440 60Hz Monitor  ($189.99 @ Newegg Marketplace)
Total: $1053.27

Get a GTX 1080, or maybe drop the R7 1700 to an R5 1600 and you could possibly fit in a 1080Ti. Do NOT get 4x4GB. Overclock the monitor to 96-120Hz, and now you have a better monitor with better colours, better viewing angles, greater resolution and still sufficiently high refresh rate.

I need help filling in the blank on my White / Black Build

Lowest GPU allowed: GTX 1070

Highest GPU allowed: GTX 1080ti

A larger ssd would be optimal. As would faster memory.
