For what it's worth you won't have to remove your h100 anyway bc it's not AM4 compatible without buying a new mounting bracket. :D

No obviously you cannot run the 1800X without a cooler for a Windows install. No CPU should do that. Even just in the BIOS the CPU will get toasty even for a short while. I'm afraid that there are no shortcuts when building a PC, the cooler will have to stay on for EVERYTHING other than testing that it boots.

Absolutely No, you can post without a cooler but that would be less than 30 seconds time.
