My budget for a new graphics card is 200-230$ 

I was originally thinking a 3gb 1060 but then because my motherboard supports crossfire I was wondering if 2 rx 560s would provide better performance. I'm not willing to go used if I'm spending that much money.  Do the 560s sound like a good idea or any other recommendations?

I've heard that the 3gb of vram holds back the 1060s performance the only reason I considered the 2 560s is because it would total to 4gb

What do you mean.You can easily get one for 200.Just look at ebay

VRAM doesn't add together in crossfire. You'd still only have 2GBs.

Just did, the cheapest one I found without a installed waterblock, was $280. I'm sure if he hunts for a while, it's obviously possible. But some 1050 ti's are running nearly $200 right now. The market is anything but saturated with good used graphics cards at the moment.
