the vcore can change with current thermal conditions. I'd just ensure to not rely solely on 1 source, and if really concerned, take the highest

In my baby steps to OC-ing, in the BIOs, I've used 1.26v for cpu voltage.

 

Running CPUZ, HWmonitor, the CPUz program under aida64 give me 1.21v 1.23v and 1.27,

 

which one is it?

I'd go for the CPU-Z one. 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Ignore those voltage values. If you set it fixed to 1.26 it will be 1.26.
