new build for my friend

so my friend wants a pc (she's using a super old laptop running vista) she lives in the UK and I would build her the pc but since we live in different country's that's hard to do haha... her budget is 1000 GBP she is too scared to build her own pc (she is very clumsy) so we might have to go prebuilt or if there's a company in her city or near that builds custom pc's that would be great! (she lives near Norwich and caperfield)
