We would need to know what socket the motherboard is and which exact I3 you want to put into it to answer that. And yes a 500w PSU should be enough for a 650

CPU: I5 4590 Motherboard: ASROCK H97 Pro4 Ram: XPG 16gb v2.0 4x4 kit  GPU: Gigabyte GTX 970 PSU: EVGA 550w Supernova G2 Storage: 128 gb Sandisk SSD + 525gb Mx300 SSD Cooling: Be Quiet! Shadow Rock LP Case: Zalman T2 Sound: Logitech Z506 5.1 Mouse: Razer Deathadder Chroma Keyboard: DBPower LED

Hi, I am thinking about upgrading my pc, it is a optiplex 750 and i would like to know if a core i3 and a gtx 650 is compatible with it with a 500 W power supply

No

We first need to know if your board has ATX compatible power connectors or not...

And what PSU you have right now. There are some 500W PSUs on the Market that are enviromental pollution, that are only useful as either paper weight or a mace...

If not:

You need an adaptor for your system and a high quality PSU with DC-DC.

Because there is no load on the minor rails...

If it is:
It's much easier.
