Ryzen 1600/1700 on a b350 and stock cooling will suffice, however keep in mind to get at least 3000mhz ram as that makes a noticeable difference.

recording in 720p and 60fps isn't hard if you use geforce experience. it's better than any other recording software in terms of performance. I recommend you to try it out. so I think that a cpu made after last year should suffice.

1600 is more than enough for 720@60fps. use shadowplay on GeForce Experience
