You guys should really stop googling this particular search because Google  prioritizes the searches based on your previous searches and general likes and dislikes. Use ixquick or startpage or duckduckgo for relatively anonymous(but much much more anonymous than google) internet searches.

To those of you who are repetitively insisting it is GIF - See?? NOT GIF. I feel like I should have begun the question with "NOT GIF" and "Read other comments before posting".

The problem is he referred to it as an animation format, blinking is not exactly an animation, it is in fact an element.  That is why people kept saying it had to be a GIF, as there is nothing else that fits his description.

That is true. But like I said I was being vague. I had a faint memory of reading about something like that somewhere and format was the first thing that came to mind that at the time, felt somewhat right.
