This PC was built today so the sound didn't just randomly appear. I can't tell if it's normal. Thought it was the HDD, but the drive was completely empty, all my data was on the ssd, and when I saved a file onto the HDD it only then activated and started making a noise completely separate from the tapping which was still audible at the same time. I am 95% sure it's coming from the PSU. Any thoughts?

Something in a fan maybe. Try jumper the PSU with nothing else connected to it and see if the noise still happens

Sync RGB fans with motherboard RGB header.
