Games randomly ignores vsync settings until I restart my PC

Hey guys I've been noticing this for awhile now, sometimes when I wake up my PC and go to play a random game. My FPS will unlock from it's 30 fps cap and go back up to 60. I can only fix it by restarting my PC and it's beginning to really piss me off. Does anyone know how to fix this? I've tried changing it back in Nvidia Control Panel or Nvidia Profile Inspector but with no luck. Any help would really be appreciated as I've given up hope on solving this... 

 

 

My system specs are:

 

GTX 1050 ti SC

AMD FX 8300 (3.9ghz)

8gb of DDR3 ram

2 HDD's in raid (0)

 

(Sorry for any bad tags, as I don't know whats causing this issue.)

The real question is why you want to cap your FPS at 30. 

CPU: Intel Core I7 7700K & Corsair H100i v2
Mobo: Asus Maximus IX Hero
RAM: 32 Gigs @ 3000Mhz, Corsair Dominator Platinum
GPU: Asus Strix 1080 A8G
Storage: Samsung 840 EVO 500gb
PSU: Corsair HX750i
Case: Fractal Design Define S

That build should be able to do most games at 60 fps (triple a titles maybe at medium-medium low I would say), the only real bad thing I see is that you don't have an ssd.

Sorry not actually helping you, I was just curious why you would want to cap fps at 30.

I'm a bit of a stability whore, I prefer butter smooth 30 or 45fps compared to a less stable 60fps.
