Does USB 3.1 automatically support UASP?

I occasionally see USB 3.0 that support UASP but never with 3.1, so I'm just curious if 3.1 supports it by default.

It looks like it was a protocol that was introduced with USB 3.0 and therefore is part of the standard. It just depends on if the device, drivers, and OS can talk using it.
