Once you actually do your planning and found the right parts, is it recommended to buy all the parts all at the same time, or can you spread it out over a few weeks, maybe months? This issue came up because sometimes one part is on sale one week and another part is on sale on another week. But there is also the counterargument that if you wait too long, the return window for a defective item will pass. What do you guys think?

It really depends on how badly you want your PC.

 

If you want to save the most money, wait for things to be on sale. 

If you're ready for a complete PC buy it now.

 

If you don't test your parts right away, depending on the store you could be stuck with a defective product; However that all depends on the company policy.

Honestly I would recommend buying it all at once, Im buying component by component and its hype to see the new component come in but its sad to wait for it too. Buy it all at once, build it and be more satisfied.

same problem here, but I don't even think I have the budget for an entire PC, i'm currently running of my dad's old server PC, ( bout 7 years old now) and I need to upgrade, I was planning on an entire pc but that would take up half a year at least, saving up and all (fyi i'm still waiting to be able to buy a 1050ti, so yeah, that's how tight of a budget i'm on)

That's not too bad. I was lucky enough that my friend gave me a 980. I'm going to use that for now until I can find a good deal on a GPU.

 

So is the server PC a Xeon?

If you're really worried about getting a good deal, why don't you wait until Black Friday when you can get everything on sale?
Otherwise, just buy and enjoy. If you're always waiting for sales, you'll never piece together a really complete system; prices on the other components will likely have dropped while you waited for sales.
