I'm looking for someone who is highly skilled at photoshop, if you have any suggestions for somewhere I could go or know anyone that would do it for free, then it would be much appreciated.

Make the prompt interesting enough and submit to reddit photoshop requests?

 

You could also try it yourself; Gimp is free and Photoshop CS2 is gray market available.

Choose one. 

No one will make high quality stuff for no compensation. But the DeviantArt job offers forum is a good place to get interested people in doing something for you, or their Projects forum if you're still looking for a handout.
