You might be experiencing some of the issues you get with such new tech. Could be a problem with the compatibility of the RAM with the motherboard or CPU. You could try disabling XMP in the BIOS. You might also want to try updating your BIOS.

So how long have you waited for each power on?

why turn it off just put it to sleep

Probably the computer turning on and finding some sort of fault. I couldn't be more specific unless you can start troubleshooting.

That 30 to 45s is the total within powering on 5x or you waited 30 to 45s, between each time you power on.

Some system will take a bit longer to POST with the thing it needs to check. My system takes does take some time for it to post as well. If your board has the diagnostic code. Monitor that to see where it get stuck and look at the manual to see what that code says.

I once used an old 771 server that I kid you not took 10 minutes to get past the bios

Happened to a basic server build I was working on. The board had 4 lan ports and during the part where it's attempting to PXE boot, it took forever to skip it. And to make it worse, it does this 4 times, for each of the lan ports.

well the problem is bios version lol

now i can run my ram at xmp timing and no repeatable turn off

Looks like your system is attempting to boot with your ram setting, but it's having difficulties, thus the reason for the extremely slow POST.

My computer keeps getting stuck on pxe boot. How did you skip it?

Go into bios and disable PXE.

On some bios options, PXE cannot be disabled without physically disabling the lan itself.
