my 1070 is at 63c at 1810mhz with only 39% fan speed is this good? and if i turn the fan speed up will gpu boost make it go higher

My 1070 gets 69C at 1850MHz with 33% fan speed and it only has a dual fan cooler (in fact the whole design is very basic), so nothing abnormal on your temps.

As far as I know, GPU boost 3 sort of has 50C as a "semi target" (Please don't behead me for that awful description, more knowledgeable people). Basically, it is perfectly happy to boost like crazy up to 50C, after that it gets a lot more conservative. I have a 1070 that will go to 2100mhz with an overclock on air, but as soon as the card starts going over 50C, it drops to anywhere between 1950 and 2010mhz. At 65C (the usual equilibrium point), it sits at maybe 1930 or so.

 

As for turning up the fan speed, if you can get it closer to 50C, it would probably boost higher. The best way to know for your specific use case is probably to test it yourself with a stress tester or game that maxes your GPU out.

the reason i have it set how it is well noise i have the strix card and well at full load i can hardly hear it but top and bottom of it is that if i turn the fans up am going to get more out of the card?
